The Carter Center deployed a team of electoral experts to assess the process surrounding upcoming presidential elections in Egypt, including the ongoing legal and political context.
The mission is limited in scope, and the Center will not deploy observers to assess voting day procedures. The mission will examine key issues including the legal framework established by the recently ratified Egyptian Constitution, the presidential election law, and Presidential Election Commission regulations. During the expert mission, the Center will monitor closely electoral preparations, involvement of civil society organizations in the pre-election process, and political developments leading up to election day.
The Carter Center mission is accredited by Egypt's Presidential Election Commission and is conducted in accordance with the applicable laws, regulations, and international commitments, as well as with the Declaration of Principles for International Election Observation and Code of Conduct for International Observers that were adopted at the United Nations in 2005 and have been endorsed by more than 40 election observation groups.
The Center has followed closely events in Egypt since the 2011 revolution, including witnessing the country's parliamentary and presidential elections in 2011 and 2012. The Center also deployed an expert mission to assess the recent constitutional referendum held in early 2014.
